About CBAM Register
CBAM Register is an independent reference site on the EU Carbon Border Adjustment Mechanism for importers, customs brokers and non-EU producers. It is not the official CBAM Registry and is not affiliated with the European Commission or any national authority.
Where the data comes from
- Default values: Annex I and IV to Implementing Regulation (EU) 2025/2621, extracted from the official XHTML text published by the Publications Office of the European Union. Values are reproduced as published; rows that are internally inconsistent in the official table are flagged rather than corrected.
- Benchmarks: point 5 of the Annex to Implementing Regulation (EU) 2025/2620.
- Certificate prices: as published by the European Commission.
- Rules: Regulation (EU) 2023/956 as amended by Regulation (EU) 2025/2083, and the implementing acts. Each guide lists its sources.
EU legal texts are © European Union and reused under the Commission’s reuse policy (Decision 2011/833/EU). Electricity and indirect emission factors in Annexes II and III to 2025/2621 are based on IEA data under a non-commercial licence and are therefore not reproduced on this site.
How calculations are made
Certificates = mass × (embedded emissions − CBAM benchmark × CBAM factor × CSCF), minus a simplified deduction for carbon price paid in the country of origin. With default values the column B benchmark for the production route named for the country is used; where several alloy grades apply, the highest value, as the regulation requires. CSCF is taken as 1 for 2026–2030. Results are estimates for planning, not a substitute for the declaration.
